Dressed in black from head to toe, the Shadow People are veiled in mystery and intrigue. Rumor has it they&#039;re a branch of the [[Key Station Gangsters]] -- loyal goons who kidnap KSG targets and dump their bodies in the canals. Yet the [[Ratfolk]] have never found a single body, and it&#039;s not unheard of for prominent members of the KSG to go missing.&lt;br /&gt;

In truth, the Shadow Folk consist of two groups: The CDC&#039;s Necrosis Response Team and members of the Project Pandora, a national corporation that conducts research on what they coin as the Pandora Virus.&lt;br /&gt;

===Necrosis Response Team===&lt;br /&gt;
Answering directly to the U.S. Army Medical Research Institute of Infectious Diseases, a Necrosis Response Team consists of three soldiers who handle containment of carriers on the surface and capture of carriers underground. They are brutally efficient and well-trained, both at keeping themselves safe in the hostile underground and at capturing civilians. They typically surveil their target until they&#039;re alone, then inject them with a sedative, black bag them, and bring them to the Necrology Lab. When people refer to the Shadow People, they&#039;re usually referring to these guys.&lt;br /&gt;

===Project Pandora===&lt;br /&gt;
Consisting of the country&#039;s most well-paid researchers and biologists, Project Pandora works alongside the CDC to conduct tests on the Pandora Virus. Project Pandora has two goals: Find a way to reliably immunize the American people against the virus, and find a way to weaponize it. Project Pandora&#039;s scientists work primarily out of the Necrology Lab with only a small sample size at a time. This helps them better manage their resources and ensures that if an outbreak occurs, the damage is minimal and contained.&lt;br /&gt;

While the vast majority of the Dwellers are content with their life inside the Mall, wanderlust has been known to befall the residents. Throughout the years, a sparse few have abandoned the safety and comfort that the Mall provides to venture into the underground, managing to slip through the walls and past the guards to satiate their curiosity. For fear that their time beyond the walls may poison their minds, those that do manage to escape are shunned and exiled, never allowed to return, so that their poison does not spread into the Mall and destroy their sacred way of life.&lt;br /&gt;
&lt;br /&gt;
*While known by outsiders as the Dwellers, they refer to themselves by another name, Mulberrians, taken from the name of the mall they inhabit: Mulberry Mall.&lt;br /&gt;
*Outsiders are never permitted within the mall under any circumstances. The Dwellers fire upon anyone who approaches and ignores the warning. *All entrances have been thoroughly sealed.&lt;br /&gt;
*The interior of the mall is quite pleasant and generally homely. The Mayor has made efforts to create a slice of Americana within its walls, providing the people with ample amenities and supplies.&lt;br /&gt;
*The Dwellers are so staunchly isolationist out of fear that those beyond their walls, be they living or dead, might ruin the idyllic life they have created for themselves. Whether the world above is truly gone or they have simply been sealed away and forgotten matters not to the Dwellers. In either circumstance they have been abandoned, and that cannot be forgiven. The world above is as dead to the Dwellers as they are to the world above.&lt;br /&gt;
*The Dwellers are so adamant in this isolation that they will actively impede any attempts made by the other survivors and factions to escape the underground, should they catch wind of such efforts.&lt;br /&gt;

The Ratfolk tell people that the virus was sent to Earth by the Rat God to punish humanity. Whether or not they actually believe this is unknown (they don&#039;t, but it&#039;s funny, so that&#039;s what they tell people).&lt;br /&gt;

==The Rat God==&lt;br /&gt;
The Rat God is who the Ratfolk claim to worship. In truth, the Rat God is an inside joke they all share at the expense of everybody else.&lt;br /&gt;
&lt;br /&gt;
*The running story is that the Rat God came from a tunnel system deep beneath the canals of the sewer lines. No one knows how long she&#039;s been down there, but it could be centuries.&lt;br /&gt;
*The Rat God showed Herself to the Ratfolk and told them they were all part of Her brood. Her will is often cryptic and ever-changing. In truth, the Ratfolk will attribute everything and anything to the Rat God&#039;s will. Why are you hoarding? Rat God said to. Why are you in this tunnel? Rat God wants it. Why would you hit me? Rat God.&lt;br /&gt;
*The Ratfolk will make up a number of ridiculous stories and rumors and attribute it to the Rat God. Allegedly, Ratfolk have gone diving in the sewage, have eaten spiders and cockroaches, and even sacrificed rats, all in the name of the Rat God. It&#039;s unclear whether any of this has actually happened.&lt;br /&gt;
&lt;br /&gt;
The Rat God is a great way for them to keep up their insane, unhinged farce. It&#039;s easy to seem like you&#039;ve completely lost your mind when you can attribute your insanity to a made-up god. &lt;br /&gt;

&lt;div&gt;* The source of the virus is not known. Neither the people of Marcheleau nor the Government have been able to determine its exact origins, and so speculation (amongst the survivors) is rife, with rumors that it was man-made, natural, or some form of divine punishment.&lt;br /&gt;
* The virus is in fact natural, and was brought to the underground by the flood.&lt;br /&gt;
* The Government knows that the virus is natural, and documents in the lab will reveal this, should they be found.&lt;br /&gt;
* While they are working to find a cure, the Government is more interested in finding other applications for the virus. They have various holding sites throughout the underground where they conduct tests upon the undead, to study their behavior and their physical limits.&lt;br /&gt;
* The Government ultimately seeks to weaponize the virus, and are trying to find ways to control or manipulate the undead (this could lead into quests pertaining to strange behavior observed within the undead).&lt;br /&gt;
* Between the number of carriers and generally limited resources available (due to the secretive nature of the program), the Government decided it would be best to let the carriers roam free in the underground, rather than cram them into the labs.&lt;br /&gt;
* The virus is transmitted through bodily fluids, requiring the government to spread their screening efforts nation-wide. This has lead to the discovery of carriers throughout the country, some of whom are generations removed from the original outbreak.&lt;br /&gt;

The Rat God is who the Ratfolk claim to worship. In truth, the Rat God is an inside joke they all share at the expense of everybody else.&lt;br /&gt;

*The running story is that the Rat God came from a tunnel system deep beneath the canals of the sewer lines. No one knows how long she&#039;s been down there, but it could be centuries.&lt;br /&gt;
*The Rat God showed Herself to the Ratfolk and told them they were all part of Her brood. Her will is often cryptic and ever-changing. In truth, the Ratfolk will attribute everything and anything to the Rat God&#039;s will. Why are you hoarding? Rat God said to. Why are you in this tunnel? Rat God wants it. Why would you hit me? Rat God.&lt;br /&gt;
*The Ratfolk will make up a number of ridiculous stories and rumors and attribute it to the Rat God. Allegedly, Ratfolk have gone diving in the sewage, have eaten spiders and cockroaches, and even sacrificed rats, all in the name of the Rat God. It&#039;s unclear whether any of this has actually happened.&lt;br /&gt;

While the vast majority of the Dwellers are content with their life inside the Mall, wanderlust has been known to befall the residents. Throughout the years, a sparse few have abandoned the safety and comfort that the Mall provides to venture into the underground, managing to slip through the walls and past the guards to satiate their curiosity. For fear that their time beyond the walls may poison their minds, those that do manage to escape are shunned and exiled, never allowed to return, so that their poison does not spread into the Mall and destroy their sacred way of life.&lt;br /&gt;
&lt;br /&gt;
*While known by outsiders as the Dwellers, they refer to themselves by another name, Mulberrians, taken from the name of the mall they inhabit: Mulberry Mall.&lt;br /&gt;
*Outsiders are never permitted within the mall under any circumstances. The Dwellers fire upon anyone who approaches and ignores the warning. *All entrances have been thoroughly sealed.&lt;br /&gt;
*The interior of the mall is quite pleasant and generally homely. The Mayor has made efforts to create a slice of Americana within its walls, providing the people with ample amenities and supplies.&lt;br /&gt;
*The Dwellers are so staunchly isolationist out of fear that those beyond their walls, be they living or dead, might ruin the idyllic life they have created for themselves. Whether the world above is truly gone or they have simply been sealed away and forgotten matters not to the Dwellers. In either circumstance they have been abandoned, and that cannot be forgiven. The world above is as dead to the Dwellers as they are to the world above.&lt;br /&gt;
*The Dwellers are so adamant in this isolation that they will actively impede any attempts made by the other survivors and factions to escape the underground, should they catch wind of such efforts.&lt;br /&gt;
*The Dwellers have spies among the other factions, keeping track of their activities to enforce the above rules.&lt;br /&gt;
