Dressed in black from head to toe, the Shadow People are veiled in mystery and intrigue. Rumor has it they're a branch of the Key Station Gangsters -- loyal goons who kidnap KSG targets and dump their bodies in the canals. Yet the Ratfolk have never found a single body, and it's not unheard of for prominent members of the KSG to go missing.
In truth, the Shadow Folk consist of two groups: The CDC's Necrosis Response Team and members of the Project Pandora, a national corporation that conducts research on what they coin as the Pandora Virus.
Subgroups
Necrosis Response Team
Answering directly to the U.S. Army Medical Research Institute of Infectious Diseases, a Necrosis Response Team consists of three soldiers who handle containment of carriers on the surface and capture of carriers underground. They are brutally efficient and well-trained, both at keeping themselves safe in the hostile underground and at capturing civilians. They typically surveil their target until they're alone, then inject them with a sedative, black bag them, and bring them to the Necrology Lab. When people refer to the Shadow People, they're usually referring to these guys.
Project Pandora
Consisting of the country's most well-paid researchers and biologists, Project Pandora works alongside the CDC to conduct tests on the Pandora Virus. Project Pandora has two goals: Find a way to reliably immunize the American people against the virus, and find a way to weaponize it. Project Pandora's scientists work primarily out of the Necrology Lab with only a small sample size at a time. This helps them better manage their resources and ensures that if an outbreak occurs, the damage is minimal and contained.
